An estimated 1.5 million Biharis trapped in East Bengal,.....................Both politicians and the press in Pakistan have filled the air with stories of Bengali brutality against Biharis: They are supposedly being tortured and killed by the thousands, they are being starved to death, their property has been seized and their homes looted, and when the Indian Army vacates Bangladesh on March 25 they will all be killed.

There is a good deal of thinly disguised delight in Pakistan in the opportunity to accuse someone else of brutality. The Government last week unleashed a propaganda barrage with an official spokesman terming the Bihari plight “genocide of the first order.” Protest notes were sent around the world, and Premier Zulfikar Ali Bhutto sent a message to Sheik Mujibur urging mercy for Biharis in Bangladesh.

DACCA, Bangladesh, Feb. 12 (Reuters) — Screaming Biharis were said to have mobbed United Nations envoy today when he went to inspect conditions in the Mirpur district, where bitter clashes have occurred in the last two years.

Women reportedly kissed the feet of Vittorio WinspeareGuicciardi, who is visiting Bangladesh as a special representative of Secretary General Waldheim. Others were said to have lain in front of his car as Bihari mobs cried: “There is murder here,” “We have no food” and “Take us to West Pakistan!”

Mr. Winspeare‐Guicciardi was invited by the Prime Minister of this new nation, Sheik Mujibur Rahman, to tour Mirpur and see the conditions in the suburban ghetto area, where 350 Bengalis and 46 Biharis have been reported killed in clashes that began Jan. 21. The area, on the outskirts of Dacca, has been sealed off since then while troops searched for arms.
